How it works
It expresses inevitability — the result will happen no matter what, either by natural force (a film that moves everyone) or by strong will (we will make it happen).
With causative verbs (感動させる → 感動させずにはおかない) it means “is bound to make (someone) ~.”
Compared with similar expressions

〜ずにはいられない — “can't help ~ing,” the speaker's own urge

Common mistakes
する → せずにはおかない (not しずに).
Don't confuse with 〜ずにはいられない (can't help doing) — おかない is about an inevitable effect, いられない about your own feelings.
