How it works

It marks the topic that several people discuss, argue, or compete over. The following verb is usually about conflict or debate (争う, 議論する, 意見が分かれる).

To modify a noun directly, change it to をめぐる: 〜をめぐる問題.

Compared with similar expressions

  • 〜をめぐって — “over ~,” a shared issue people dispute

  • 〜について — “about ~,” neutral topic, no conflict implied

  • 〜に関して — “regarding ~,” formal, neutral topic

Common mistakes

  • Use について for a plain topic; をめぐって implies multiple parties and friction.

  • Before a noun use をめぐる, not をめぐって.
